Report on Students’ Rights Violations, Widespread Suppression and Systematic Decline, in Balochistan’s Educational Sector, on Human Rights Day:
Baloch Students Action Committee
Introduction:-
December 10 of every year is observed as the International Human Rights Day in order to highlight all the problems and violations where a single individual has faced such violation and been subjected to any kind of suppression. This is not a day only to remember the violation of the very rights but a day to commit to upholding and preserving those rights. Every year, many people do face numerous issues such as rights violations and political suppression.
On this day, the Baloch Students Action Committee (BSAC) is pleased to present the report compiled from the universities in Balochistan. Where Baloch students face violations of their very rights, academic suppression, and educational inequality on daily basis.
Balochistan is rife with various types of rights violations. Concurrently, the violation of educational rights has been a common practice with all other violations of human rights.
The report is based on real-life facts and figures compiled during the last academic year that shows the number of rights violation in the universities.
Facts of the Report:-
- Khuzdar University:
The Balochistan University of Engineering and Technology, Khuzdar, is one of the prominent engineering institutions in Balochistan. For many years, it was known for its academic excellence and reputation; however, last some years, it has lost its academic credentials and reputation to foster a well-established academic environment. This is due to the lack of better educationists and know-hows to run the administrative processes of the university. It has only been focusing on the suppression of students’ academic-rights suppression of the students.
As the facts reads as under;
The students of BUET Khuzdar faced several serious issues during the 2025 session, including problems related to academics, accommodations, and other major concerns such as harassment and profiling.
These issues included the suspension of study tours for the final year students and the unjust dismissal of the first-semester students. Along with these, there were many such issues, such as the prohibition of a healthy environment of debate and censorship on campus gatherings. The students were compelled to protest these issues, after which eight students were rusticated on baseless grounds, though they were later restored. A system of such practices is a common occurrence in public sector universities. On numerous occasions, students were compelled to protest, but each time they faced severe distinctive threats and intimidations from varsity and district administrations which, in the middle of the ongoing year, led to a sit-in protest against the varsity.
The University, in its notification No. BUETK/SA/2025/725, dated October 13, 2025, recognised all the demands put forward by the students and assured the immediate addressing of those said issues and implementation of a healthy academic environment. However, until now, students do face the same fate, with no any better response and changes. - Lasbela University of Agriculture, Water and Marine Sciences, Uthal.
LUAWMS is one of the largest university and the only marine and veterinary medicine university in Balochistan which has been producing a number of veterinary doctors with its academic excellencies, specially in the departments of Veterinary and Agricultural. It was one of the universities to run smoothly without any disturbing trends of rights violations and suppressions. However, a dramatic shift in its approach occurred when Malik Tareen assumed the office of Vice Chancellor of the University. It should be noted that he is implicated in the Balochistan University harassment scandal, he has been publicly denounced on many occasions. Despite this he holds the position of VC at LUAWMS and has imposed complete suppression on the legitimate rights of the students.
The facts are as follows;
i. Harassment of female students and profiling and harassment of all students through surveillance methods.
ii. Insufficiency of teaching staff and lack of laboratory equipment and practical lab-work.
iii. Withholding of students’ scholarships
iv. The hostels are always closed to students and an environment of uncertainty and fear prevails.
v. The varsity has banned and prohibited the healthy-academic and critical debates and constructive discussions.
vi. The students are facing arbitrary disciplinary actions, including dismissal, rustication and suspension. - Gwadar University.
University of Gwadar is located in Gwadar, Balochistan, the hub of sea trade and the key component of CPEC. The only university in this international trade city is facing numerous problems. The very basic issues the students face include having no classes for two to three days a week because students are taken to attend seminars for which they have not been consulted. The university is facing a severe shortage of potable water and transportation services. The students face severe rights violations, which including the penalties of rustication and arbitrary deduction of seasonal marks, and a complete prohibition on the basic right to assembly, expression, and liberty. - The University of Turbat
Turbat university is located in Turbat Balochistan’s Kech district and is known as the 3rd largest public sector university. It is one of the top universities in Balochistan in terms of academic excellence. However, the university is one of the worst administrative institutions. All its departments lack basic resources and requisites particularly the chemistry department which lacks a laboratory and lab work— a fundamental right conferred to students unconditionally. Instead, it organises sessional programs and threatens the students of their arbitrary marks deduction, in case of not attending.
In addition, the university has prohibited all forms of healthy discussion— a practice essential for well-established educational activities. It refuses to acknowledge the value of critical thinking and non-academic discussions, even those full of knowledge. - University of Balochistan (UoB)
The university of Balochistan is located in Quetta (the capital of Balochistan). It is known for being the first university in Balochistan. Through its history it has held a high rank of academic excellence and has produced a legacy of successful professionals and educationists. However, for the last several years the University of Balochistan has gradually been declining in terms of academic excellence and administration. It has lost not only its prestige but also the credibility of its academic excellence. Generally, the universities establish new departments and introduce them to the generations; however, the UoB is, regrettably, closing some of its departments. It lacks sufficient resources to pay the salaries of its faculties and maintain its departments. This lack of resources is due to administrative incapacity and corruption.
The facts are as under;
i. Hostel facilities are inadequate, with many students facing overcrowded and poorly maintained rooms and residences.
ii. Examination delays are another major concern, as irregular schedules disrupt academic progression and often prolong duration of degree programs. Because the university remains closed on grounds of every small issue including administrative incapacity.
iii. There is a growing concern regarding attempts to close certain departments, which students say lack transparency and negatively impact their studies.
iv. Reports of harassment involving administrative personnel have created further mistrust and anxiety among students, highlighting the need for transparent accountability.
v. Additionally, the administration has been criticized for unnecessarily closing hostels during the winter under the pretext of renovation. This forces many students, especially those from remote areas into difficult living situations during harsh weather.
vi. Students frequently mention attempts by the varsity to suppress the students’ right to engage in dialectical debates, critical thinking and constructive discussions. This leads to nowhere but a deterioration of the healthy-academic learning environment. - Bolan Medical College (BMC)
Bolan Medical College is the first and the oldest medical college in Balochistan established in Quetta. It has produced a number of Doctors and Surgeons in the field of medicine. But in the recent years it has lost its academic credibility and excellence.
Students repeatedly raise several significant issues concerning Bolan Medical College. One major concern is the prolonging term of academic year leading to delays in academic sessions, causing harm to the students graduation. Another concern is the suppression of student politics, leading to limited student representation. Students also report cases of harassment and express dissatisfaction with the insufficient or unclear recourse for filing complaints or seeking justice. Another major concern is the high risk of insensitivity among the students regarding the security, which fosters an environment of fear rather than an academic setting. Additionally, students face uncertainty due to the absence of a proper examination pattern, inconsistent assessment methods, and a lack of a structured syllabus. These academic irregularities, combined with administrative and disciplinary concerns, contribute to a tense atmosphere that affects student learning and overall campus life. - Agriculture College, Quetta
Agriculture College Quetta also faces various administrative problems that hinder student welfare and academic progress. Students report a lack of proper hostel facilities, including poor maintenance, inadequate heating and sanitation and a general absence of basic amenities. Students also say that attempt to suppress the students politics in college have been tried, which is clear violation of student’s rights. - BUITEMS (Balochistan University of Information Technology, Engineering and Management Sciences):
BUITEMS, despite its reputation as a modern and organized university, faces significant issues. A primary issue is the complete lack of hostel facilities, which is severely challenging for students from distant areas. Students also describe the university as resembling a camp-like setting rather than an academic institution due to the strict and extensive security measures, which they feel restrict free movement and create a controlled environment. Suppression of student politics is another issue, as political activiies are discouraged, limiting student representation. Furthermore, students criticize the class schedules, stating that unnecessary or poorly planned timings disrupt their daily routine— or disrupt their day. These combined issues create an environment that students find restrictive, stressful and academically challenging.
One of the many problems is the growing trend of militarization of the educational institutions. Such a phenomenon, seen particularly in Balochistan, is causing widespread fear and uncertainty among the students studying there. This trend constitutes a violation of fundamental human rights and of the Constitution itself. International human rights conventions univocally restrict and unconditionally forbid any signatory State from violating human rights. However, in Balochistan, students persistently face such arbitrary violations and human rights abuses without any accountability. This is a contradiction of the principles of natural justice and human rights.
Conclusion:-
The report compiled by the Baloch Students Action Committee (BSAC) paints a clear and concerning picture of systemic failure and pervasive rights violations across public sector universities and colleges in Balochistan on International Human Rights Day. In essence, the educational environment in Balochistan is characterized by institutional negligence and a contradiction of fundamental human rights and the principles of natural justice, persistently violating the very rights that International Human Rights Day seeks to uphold.
